Public Notice to Amend Consolidated Plan

PUBLIC NOTICE

In accordance with 24 CFR 91.05(c)(2) and subpart B of the federal regulations relative to citizen participation for Community Planning and Development Programs and applicable waivers made available to those requirements through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), the City of Urbana is making an amendment to the Consolidated Plan Annual Action Plan FY 2019/2020.

Public Comment Period and Process:

This Consolidated Plan amendment is available for a 7-day public review and comment period from January 13, 2021 to January 20, 2021. Citizens wishing to submit written comments during the public review and comment period may mail them, postmarked no later than January 20, 2021, to the following:

West Illinois Street Closure Between South Race Street And South Broadway Avenue

Weather Permitting: West Illinois Street will be closed to thru traffic between South Race Street and South Broadway Avenue from 6:00 a.m. Thursday, January 14 to 5:00 p.m. Friday, January 15. Custom Service Crane will be making repairs to the cell towers on top of the Edge of Mall Apartment building. 

Access will be maintained to all properties along West Illinois Street between South Race Street and South Broadway Avenue during the project though no thru traffic will be allowed.

The City of Urbana has received four applications from residents seeking to replace Ward 2 City Council member, Julie Laut, who resigned the seat effective October 28, 2020.

The four applicants are:

•Steve Drake, Video Producer, University of Illinois Beckman Institute

•Joseph Edwards, Teaching and Research Assistant, University of Illinois

•Christopher Hansen, Electrical Engineer, Self-Employed

•Erik Sacks, Faculty, University of Illinois

Timeline for appointment:

•Mayor Diane Wolfe Marlin interviews applicants.

•Applicants are invited to give a 3-minute public statement at the City Council meeting on December 14, 2020.

•Mayor Marlin expects to bring appointment to a Special Meeting of the Urbana City Council on December 21, 2020 for a vote.

•Upon approval, Ward 2 City Council member will be sworn in directly following and serve the remainder of the current term which ends May 3, 2021.

A lottery is initiated when two candidates for the same position file papers of candidacy at the same time on the first day of the filing period.

Therefore, notice is hereby given that on Wednesday, December 2, 2020, at 2:00 p.m. at the City of the Urbana city building, 400 South Vine Street [FACE MASKS REQUIRED]. A lottery will be held to determine ballot placement for the two candidates for Mayor of the City of Urbana and the two candidates for Alderman for Ward 5. The lottery is for the Consolidated Primary to be held on February 23, 2021. All other candidates will appear on the ballot according to the time candidate papers were filed.

The following candidates will be assigned a number for the lottery and the number will be placed in a container and drawn randomly to determine placement:

2021 Urbana Arts Grant: Tiers I, II, and Arts in the Schools Deadline

The City of Urbana Arts and Culture Program announces the opening of the 2021 cycle of its Urbana Arts Grants Program. Up to $90,000 will be awarded to artists, arts organizations, and festival presenters for creative projects that enrich the lives of Urbana residents and visitors. This grant program is open to all disciplines in the arts on public display within spaces open to the public, including but not limited to creative writing, dance, film, video, music, theatre, visual arts, crafts, performing arts, spoken word, environmental arts, multimedia arts, architectural arts, landscape architecture, and emerging media. Applicants may apply electronically. This is for candidates seeking nomination for the February 23, 2021 Consolidated Primary.

CLOSED - Invitation to Bid: Tree and Stump Removal (#2021-08)

Sealed bids will be received at the Urbana Public Works Department for Solicitation #2021-08 Tree and Stump Removal.

The City of Urbana, Illinois seeks bids from qualified contractors to provide all supervision, labor, tools, equipment and services required to perform tree and stump removal work in the City of Urbana. The successful respondent shall provide the necessary equipment and personnel to perform the services in a professional manner consistent with customs and practices in the industry.

On June 22, 2020, the City of Urbana affirmed by Resolution No. 2020-06-031R the “Ten Shared Principles” developed by the NAACP and Illinois Association of Chiefs of Police. The adoption agreement between the City of Urbana Police Department and the NAACP of Champaign County was signed September 17, 2020.

As a next step toward building greater trust in the community, the Urbana Police Department (UPD) will revise its Use of Force Policy to incorporate the “Ten Shared Principles”. The UPD is seeking community input on the policy during three public Listening Sessions on November 12 and 13, 2020.

HOUSING AND COMMUNITY DEVELOPMENT REPORT

The City of Urbana has completed the draft Consolidated Annual Performance and Evaluation Report (CAPER) documenting programs and activities undertaken through its federally-funded affordable housing and community development programs during the year ending June 30, 2020. The draft CAPER will be available for public review and comment during the period beginning Monday October 26, 2020 through Tuesday, November 10, 2020.
