Animal Control
Urbana’s Animal Control Officer is a civilian Police Employee with limited powers of arrest. Part of the patrol division, Chelsea Angelo is responsible for the enforcement of all City ordinances as they pertain to animals.
Officer Angelo responds to all reports of animals that are being neglected or cruelly treated. As a veteran Licensed Humane Investigator, Officer Angelo enforces the Illinois Humane Care for Animals Act in addition to local City ordinances.
As part of her administrative duties, Officer Angelo impounds animals she believes pose a threat to the public, and has the authority to declare such animals dangerous or vicious through court proceedings.
The City Animal Control Officer responds to reports of stray or injured animals, providing temporary shelter or veterinary treatment as needed. While animal control does not trap and remove wild-animals, Officer Angelo can provide citizens with suggestions for dealing with nuisance animals.
Officer Angelo created an animal emergency plan to be implemented in the event of a manmade or natural disaster, and works extensively with the University of Illinois Animal Sciences Department to promote humane education for future graduates.
