Invitation to Bid:  Windsor Road Resurfacing Project, Section 21-00637-00-RS (Solicitation #2122-51)

Sealed BIDS for the construction of Windsor Road (Section 21-00637-00-RS) including: hot-mix asphalt surface removal and replacement, new aggregate wedge shoulders, detector loop replacement that will be received by the City of Urbana at the Public Works Department, 706 South Glover, Urbana, Illinois 61802 until 2:00 PM prevailing time on Friday, May 13, 2022 and publicly opened and read aloud at said office.

The plans and proposals are each a call for bids containing all requirements governing the letting and performance of the particular contract including but not limited to any applicable requirements for the payment of prevailing rates of wages for labor as required by law. All bidders are required to provide evidence of current prequalification with the Illinois Department of Transportation.

Each proposal shall be accompanied by a bid bond according to BLRS Special Provision for Bidding Requirements and Conditions for Contract Proposals.

All bidders are hereby notified that the City of Urbana is required to affirmatively insure that the contract, entered into pursuant to this advertisement, will be awarded to the lowest responsible bidder on a non-discriminatory basis.  The lowest responsible bidder must have an active Equal Employment Opportunity (EEO) Certificate of Compliance from the City of Urbana before the contract can be awarded.  Applications for EEO Certificate of Compliance are reviewed only once per month by the City of Urbana; therefore, all bidders are encouraged to apply for EEO certification in advance of the bid opening.

All bidders are hereby notified that any proposal requiring work to be performed by a contractor requires the prime and subcontractors to participate in an approved training program. All bidders must complete BLR 12325 and return with the bidders' proposals. If BLR12325 is not completed, the bid will not be read.

 

Questions and Answers:

1.  On the plans on page 2 under the mixture requirements it refers to the HMA mix being a N70 surface course with 70-22 AC, however on the plan sheets 6-10 it notes in the legend that this will be an N90 surface course. I am assuming you are going to use the N70 but just wanted to check and make sure that we are both on the same page. Also noticed that this will be a 2.5” lift. Are you planning to compact this all in 1 lift?  I figured we may be better off putting down a 1” lift of FG level binder then a 1.5” lift of surface over the top for a smoother finished surface product.  (05/04/2022)

N70 is the correct density for the HMA Surface Course.  An addendum will follow showing N70 in the plan sheet legends.  The proposed 2.5" thickness will be constructed with surface course.  The number of lifts can be at the Contractor's discretion as long as the contract specifications are satisfied.
