The City of Urbana as lead agency for the Urbana HOME Consortium is seeking proposals from qualified persons for Urbana HOME Consortium – American Rescue Plan (HOME-ARP) Allocation Plan Consulting Services. The Department of Housing and Urban Development (HUD) awarded the consortium $2.9 million dollars in HOME ARP funding. This grant is intended to provide funding to reduce homelessness and increase housing stability across Champaign County. The funding requires the consortium to engage in consultation and public participation processes and develop a HOME-ARP Allocation Plan. The plan must describe how the consortium intends to distribute HOME-ARP funds, including how it will use these funds to address the needs of HOME-ARP qualifying populations.

How to Submit a Proposal:
1.Cover Letter
2.Complete the required forms in Exhibit B and Exhibit C.
3.Bid Form Price Proposal in Exhibit D.
4.Three references from clients who can speak to the consulting and planning services you or your firm provides.
5.Fee structure, including specific costs for services, fee payment schedule, and any applicable cost guarantees.
6.All contract documents and warranties with which the Consortium is expected to agree in the case of a contract award.
7.Any additional information you would like the Consortium to consider as part of your proposal.
What to Submit:
Two (2) copies of your proposal, which includes all of the items listed above. See Section 1.10 for specifics.
