Notice of Neighborhood Meetings & Public Hearings - Consolidated & Annual Action Plans

The City of Urbana and the Urbana HOME Consortium (comprised of the City Urbana, the City of Champaign, and Champaign County) are seeking citizen input regarding community needs for the preparation of the Consolidated Plan for Fiscal Years 2015-2019 and the Annual Action Plan for Fiscal Year 2015-2016. The plans establish budgets for the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Programs.

All neighborhood meetings will take place at 7:00 p.m. in Urbana. Locations are as follows: Monday, January 12 at Prairie School Library, 2102 E Washington Street; Tuesday, January 13 at the Urbana City Council Chambers, 400 S. Vine Street; Wednesday, January 14 at the Crystal View Townhomes Community Center, 102 E. Stebbins Dr.; Thursday, January 15 at Hamilton on the Park Clubhouse, 1201 N. Brookstone Drive.

A Public Hearing will be held for Social Service Agencies & Organizations on Thursday, January 15, 2015 at 10:00 a.m. at the Urbana Civic Center, 108 E. Water Street, Urbana.

Parking Lot 10B Closed

Parking Lot 10B, located at the south end of Broadway Avenue at Elm Street, will be closed until further notice due to a water main leak. Sidewalks will be open for pedestrian access to Lincoln Square, the Urbana Post Office, and the Independent Media Center (IMC); the intersection of Broadway Avenue and Elm Street will remain open.

We appreciate the community’s cooperation and patience while repairs are underway.

Southeast Urbana Safety and Design Survey

The City of Urbana’s Planning Division is conducting a survey of those that reside or do business in southeast Urbana regarding the safety of the neighborhood. The study area for this survey is bounded by Philo Road on the east, Cottage Grove Avenue on the west, Colorado Avenue on the north, and Mumford Drive on the south (see map).

If you live, work, or own property in this area, please consider completing this survey regarding how changes to the physical design of the community may impact its safety. Your input is valuable in developing realistic solutions to enhancing safety within the community.

This survey will close at 11:59 PM on Sunday, January 18th.

Goodwin Avenue Lane Closure between Oregon Street and Nevada Street

Illinois American Water Company is making an emergency water main repair at the southeast corner of Goodwin Avenue and Oregon Street. Goodwin Avenue will be closed to north bound traffic from Nevada Street to Oregon Street from now until Friday, December 19, 2014 at 5:00 p.m. South bound traffic will not be affected by the emergency water main repair work.

Pavement Testing on Green Street

The City of Urbana has contracted with Engineering & Research Int’l, Inc. to perform pavement testing on the following City streets:

Green Street – Wright Street to Race Street

This work is scheduled to begin, weather permitting, on Tuesday, December 16, 2014 and should be completed by Friday, December 19, 2014. Two-way traffic will be maintained at all times, however periodic lanes closures are expected to occur during daylight hours.

Windsor Road Lane Closure

The outside eastbound lane of traffic on Windsor Road will be closed from the intersection at Stone Creek Boulevard to High Cross Road beginning on Monday, December 15, 2014 at 7:00 a.m. and ending on Friday, December 19, 2014 at 5:00 p.m., weather permitting.

Windsor Road will remain open to traffic at all times throughout the water main repair work by Illinois American Water Company.

City Council Public Hearing Regarding iTV-3

The Urbana City Council will hold a public hearing at 7:00 p.m., Monday, December 15, 2014, in the Council Chambers of the Urbana City Building, 400 South Vine Street, Urbana, for the purpose of receiving public comment regarding iTV-3.

Persons with disabilities needing special services or accommodations for this hearing should contact the City of Urbana's Americans with Disabilities Coordinator at 384-2466 or TDY at 384-2447.

Busey Avenue Emergency Closure between Nevada Street and Oregon Street

Busey Avenue between Nevada Street and Oregon Street will be closed for the emergency removal of a hazardous tree.

The road will be closed from 8:00 a.m. to 4:00 p.m. today, Thursday, December 11, 2014.

Residents will have access to their properties, but no thru traffic will be allowed.

Busey Avenue Closure between Nevada Street and Washington Street

Due to inclement weather, the tree removal work scheduled to resume today on Busey Avenue has been delayed. Weather permitting, Busey Avenue between Nevada Street and Washington Street will now be closed from 8:00 a.m. to 3:00 p.m. daily on Thursday, December 18, 2014 and Friday, December 19, 2014 for this work to be completed.

Residents will have access to their properties, but no thru traffic will be allowed.

North Lincoln Avenue Lane Closure

Weather permitting, the outside lane of northbound traffic on North Lincoln Avenue will be closed just north of its intersection with Church Street on Tuesday, December 9, 2014 from 7:00 a.m. to 5:00 p.m. for Illinois American Water Company to perform pavement repair. Lincoln Avenue and Church Street will remain open to traffic at all times during the pavement repair work.

South Mathews Avenue Closure

Weather permitting, South Mathews Avenue from West Green Street to West Oregon Street will be closed to thru traffic beginning Saturday, December 6, 2014 at 7:00 a.m. until Sunday, December 7, 2014 at 4:00 p.m. for the set up and operation of a crane. There will be no detour route for this closure.

Old Lincoln Avenue – Lincoln Avenue to east of Lincoln Avenue

Saline Court – Lincoln Avenue to north end of cul-de-sac
