Closed: Request for Proposals: Parking Citation Software

The City of Urbana seeks proposals to purchase parking citation software, equipment and a management system. The proposal should include all applicable hosting, subscription, maintenance and/or service contract fees. This procurement is open to all businesses actively engaged in the development and delivery of parking software and related items as specified in the RFP.

The City of Urbana rents parking spaces and utilizes parking meters to generate revenues that are used to maintain and construct parking facilities. Revenues from these parking services are allocated to the Motor Vehicle Parking System Fund, where the expenses of maintaining parking services are reported. Public parking facilities are provided as an enterprise activity. The amount expected to be raised in FY 17/18 is $1.46 million. Approximately 50% of the amount is collected from spaces and meters in the University campus area. The current meter rate on campus is $1.00 per hour. The City maintains over 1,400 metered spaces and over 250 parking rental spaces on-street and in municipal lots.

U-Cycle Holiday Schedules

Due to the Christmas holiday on Monday, December 25, 2017, U-Cycle collections will be delayed for one day for the remainder of the week.  Monday's U-Cycle collection will be made on Tuesday, December 26, and so forth.  As a reminder, please set recycling curbside by 7 a.m. to ensure collection.

Due to the New Year's holiday on Monday, January 1, 2018, U-Cycle collections will be delayed for one day for the remainder of the week.  Monday's U-Cycle collection will be made on Tuesday, January 2, 2018, and so forth.  As a reminder, please set recycling curbside by 7 a.m. to ensure collection.

Christmas Tree Collection Schedule

UPDATE: Due to unforeseen weather conditions, the City of Urbana 2018 Christmas tree collection previously scheduled for January 8 – 12, 2018, will be delayed one day and collection will take place beginning Tuesday, January 9 – January 13, 2018.

Residents must follow these requirements:

  1. Place tree along curb (on the parkway) by 6:00 a.m. on your regular U-Cycle collection day
  2. No flocked trees, trees in plastic bags, trees with tinsel, artificial trees, or trees adorned with decorations, ornaments or lights are accepted

Trees may also be taken to the Landscape Recycling Center located at 1210 E. University Ave, Urbana, for FREE recycling.  The Landscape Recycling Center may be contacted at (217) 344-5323.

Notice of Amendment to Annual Action Plan FY2016-2017, FY2017-2018, & Mini-Action Plan FY2018-2019; Notice of Public Hearing

The City of Urbana, as lead entity for the Urbana HOME Consortium, proposes to amend the City of Champaign’s HOME Program budget in the FY 2016-2017 AAP and FY 2017-2018 AAP. Adding rental new construction activities to the City of Champaign Neighborhood Revitalization program is proposed, to provide necessary support for the development of the Bristol Park redevelopment. It is expected to include up to 180 units of affordable rental housing on City of Champaign-owned property bounded by Bradley Avenue to the south, Market Street to the west, Chestnut Street to the east, and Roper Street and the Shadow Wood Mobile Home Park to the north. These funds are expected to be provided to the development team and will complement around $23 million in other financing.  

The City of Urbana proposes to amend the City of Urbana’s CDBG Program budget with regard to Public Facility and Improvement activities. Improvements to the Aspen Court complex is proposed to be added to the CDBG Public Facilities Projects in the FY 2016-2017 and FY 2017-2018 Annual Action Plans, to accommodate proposed funding assistance for the Aspen Court complex.  

Closed: Request for Bids: Smith Road Sanitary Sewer Extension

Sealed BIDS for the construction of the Smith Road Sanitary Sewer Extension (City Section 17-00589-00-SR) including:

  • construction of new 8-inch sanitary sewer main with manholes and service connections;
  • pavement patching;
  • and other incidental work

will be received by the City of Urbana at the office of the Director of Public Works, 706 South Glover, Urbana, Illinois 61802 until 1:55 p.m. prevailing time on Tuesday, November 28, 2017 and publicly opened and read aloud at 2:00 p.m. at said office.

The Bid Documents may be examined and copies obtained at the office of the Director of Public Works, 706 South Glover Avenue, Urbana, Illinois 61802.

All bidders are required to provide current financial and experience statements or other prequalification documents to show satisfactory evidence of the bidder’s competency to perform the proposed work at the time the Contract Documents and Specifications are requested or picked up.

Busey Avenue Closure

The 2017 Green Street Sanitary Sewer Extension has been awarded by the City of Urbana to Owens Excavating & Trucking LLC. The project is located on the north side of West Green Street between Busey Avenue and Coler Avenue. The project award amount is $82,345.00. This project is funded by the Sanitary Sewer Benefit Tax.

Weather permitting; work on this project will begin on Thursday, November 16, 2017 and be substantially completed by December 15, 2017. Two-way traffic will be maintained on Green Street for the duration of this project.

Busey Avenue will be closed to thru traffic from Green Street to Elm Street. Access to all driveways and private entrances on Green Street and Busey Avenue will be maintained for the duration of this project.

Motorists are encouraged to drive carefully through this and all construction areas. Thank you for your cooperation while this improvement is in progress.

Cottage Grove Avenue Closure

Weather permitting, Cottage Grove Avenue will be closed to thru traffic between Main Street and Green Street starting at 7:00 a.m. Tuesday, November 14, 2017 through 5:00 p.m. Friday, November 17, 2017 for a sewer repair being done by D&S Sewer Service, Inc.

Access will be maintained to all properties along Cottage Grove Avenue but no thru traffic will be permitted on Cottage Grove Avenue between Main Street and Green Street during the repair. A detour route utilizing Glover Avenue will be marked to direct traffic around the work zone.

Motorists are encouraged to drive carefully through this and all construction areas. Thank you in advance for your patience and cooperation during this project.

Illinois American Water to Upgrade Critical Water Distribution System; Lane Closures Expected

Next week, Illinois American Water will be completing critical upgrades to Champaign County’s water distribution system. The work involves replacing and installing four distribution valves and replacing pipe and fittings at the intersection of Main Street and Race Street in Urbana.

In order to complete this work, crews will begin digging at the intersection of Main Street and Race Street in Urbana on Tuesday, Nov.14, 2017. Motorists should use caution when driving in the area and obey traffic signs, detour routes and flaggers in the area.

If possible, motorists should avoid the area. Weather permitting, road restoration should be completed and all lanes reopened by the end of the week.

Race Street Closure

Weather permitting, Race Street will be closed to thru traffic between Main Street and Water Street from 7:00 a.m. Monday, November 13, 2017 through 7:00 a.m. on Monday, November 20, 2017 for an emergency water main repair being done by Cross Construction for the Illinois American Water Company.

Access will be maintained to all properties along Race Street but no thru traffic will be permitted on Race Street between Main Street and Water Street during the construction. A detour route will be provided using University Avenue to Broadway Avenue to Main Street.

Philo Road Closure

On Sunday, November 12, 2017 Philo Road between Windsor Road and Curtis Road will be closed from 1:00 p.m. through 3:00 p.m. for the Mile at the Pines Races.

The intersection of Curtis Road and Philo Road will also be closed to through traffic during this time.
