Closed: Rain Barrel Compost Bin Semi-Truck Sale

Sealed proposals shall be delivered to the office of the Director of Public Works, 706 South Glover Avenue, Urbana, Illinois, 61802, by no later than 12:00pm Noon, March 10, 2017.

 

Questions posed by bidders are listed and answered below:

 

Q.There appears to have been a steep drop in the number of units sold last year. Would you attribute that to market saturation, poor weather conditions, change to the amount of a subsidy or any other factors?

A.The Stormwater Utility Incentive for rain barrels did not change.  We don’t have an explanation for the outcomes of any sale.  The weather is typically partly sunny with a brief rain on this Saturday.

 

Q.Does the City make an effort to promote the sale and if so, how?

A.The City promotes the sale through our website, email, and a City Building poster.

 

Q.Does the City require the vendor to acquire any permits, and if so, at what cost?

A.No.

 

Q.What is the amount of the subsidy for each rain barrel and composter and is there a limit to the number of subsidies available in total or per household?

A.The City of Urbana provides a $25 incentive limit 2.  The City of Champaign provides a $25 incentive with no limit.  This should be accomodated at the point of sale.  The Cities will reimburse the vendor for the total discounted amount through an invoice from the vendor attached to the total sales data.

 

Q.The bid references stationary and tumbling composters. A rolling composter sits on a set of casters and can be easily turned to mix the contents. Would the City accept a rolling composter as an option?

A.Yes, we would accept a rolling composter on casters as a tumbling composter provided it meets all other specifications.
