Notice of Neighborhood Meetings & Public Hearing

The City of Urbana and the Urbana HOME Consortium (comprised of the City of Urbana, the City of Champaign, and Champaign County/CCRPC) is seeking citizen input regarding community needs for the preparation of the Annual Action Plan (AAP) for Fiscal Year 2018-2019. The AAP establishes budgets for Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Programs.

The dates and places for the scheduled neighborhood meetings and public hearing are as follows:

The site overlooks Crystal Lake Park; 144 acres of urban forest, the Saline Branch, Crystal Lake, and the Lake House. The park is also adjacent to Busey Woods, the Anita Purves Nature Center, and Crystal Lake Family Aquatic Center. The site is located across the park from Carle Hospital, with 6,000 employees.

Notice of Amendment to Annual Action Plan FY2016-2017, FY2017-2018, & Mini-Action Plan FY2018-2019; Notice of Public Hearing

The City of Urbana, as lead entity for the Urbana HOME Consortium, proposes to amend the City of Champaign’s HOME Program budget in the FY 2016-2017 AAP and FY 2017-2018 AAP. Adding rental new construction activities to the City of Champaign Neighborhood Revitalization program is proposed, to provide necessary support for the development of the Bristol Park redevelopment. It is expected to include up to 180 units of affordable rental housing on City of Champaign-owned property bounded by Bradley Avenue to the south, Market Street to the west, Chestnut Street to the east, and Roper Street and the Shadow Wood Mobile Home Park to the north. These funds are expected to be provided to the development team and will complement around $23 million in other financing.  

The City of Urbana proposes to amend the City of Urbana’s CDBG Program budget with regard to Public Facility and Improvement activities. Improvements to the Aspen Court complex is proposed to be added to the CDBG Public Facilities Projects in the FY 2016-2017 and FY 2017-2018 Annual Action Plans, to accommodate proposed funding assistance for the Aspen Court complex.  

Highland Green Opens in Urbana

Highland Green, located at 401 and 403 East Kerr Avenue, will host a grand opening celebration on Monday, December 11th at 12 p.m. A project of Brinshore Development, LLC, of Northbrook, Illinois, in partnership with the Homestead Corporation of Champaign-Urbana and the Housing Authority of Champaign County, Highland Green consists of 33 newly constructed sustainable and affordable residential rental units. The development includes a mix of single-family and duplex units built on land donated by the City of Urbana. Nine of the units are set aside for income-qualifying veterans and their families.

Although work on Highland Green began in November 2016, the project has been many years in the making, starting with the purchase of the 3.1-acre site on Kerr Avenue during 2003-2004. Developing the site was part of the 2005 Mayor and City Council Goals and the 2008 Master Plan Report. In 2011, the City issued a Request for Proposals in search of a developer for the site and ultimately selected the submission from Brinshore Development, LLC and their partners.
